Wales McLelland was engaged for a second time by Jiva to provide comprehensive Development Services and Pre-Construction Management for the redevelopment of 6074 Thorne Avenue into a new 40,100 SF distribution centre with an integrated shell storage or office mezzanine. The building can be easily demised into two units, or remain as one unit for maximum lease flexibility. Wales McLelland accepted a fixed price for the building construction, including consultant costs.
Our involvement began during Jiva’s acquisition of the site. Wales McLelland led all required due diligence, coordinated environmental, geotechnical and technical reporting, and provided detailed budgeting and risk assessment to support the client prior to removing conditions on the purchase agreement. Following acquisition, Wales McLelland advanced the project through full redevelopment planning, consultant management, permitting, and early design. The team also saved hundreds of thousands of dollars by avoiding the due diligence requirement to preload the site.
Scope of Services
Wales McLelland delivered a full suite of Development and Pre-Construction Services, including:
- Acquisition Due Diligence
- Led site investigations while property was under contract.
- Coordinated and obtained all environmental, geotechnical, surveys, and technical reports required for purchase.
- Developed preliminary budgets, risk assessments, and redevelopment scenarios to support Jiva in securing the property.
- Redevelopment Planning
- Following purchase, Wales McLelland initiated redevelopment strategy and site planning.
- Conducted site massing exercises to test feasibility and optimize design.
- Procured and engaged the architect and full consultant team.
- Design & Consultant Coordination
- Managed full design development lifecycle.
- Coordinated all architectural, civil, structural, mechanical, electrical, landscape, geotechnical, sprinkler, environmental, and code consultants.
- Permitting – PPA (DP) Process
- Prepared, coordinated, and submitted the Preliminary Plan Approval application to the City of Burnaby.
- Led all municipal coordination, responses, and revisions.
- Streamside Protection and Enhancement Area (SPEA)
- Managed all work related to the Environmental DP process.
- Led the project through the City of Burnaby’s Environmental Review Committee (ERC) to obtain approval and complete registration on title.
- Building Permit (BP) Process
- Procured all required consultants for BP.
- Compiled and submitted the full BP package.
- Coordinated responses, revisions, and reviews with the City of Burnaby.
- Off-Site Servicing
- Facilitated, coordinated, and secured the off-site servicing requirements with the City.
- Managed civil engineer design, City negotiations, and servicing approvals.
- Budget & Schedule Management
- Developed and maintained the full project budget and master schedule.
- Provided ongoing tracking, forecasting, and reporting throughout development.
- Value Engineering & Constructability
- Provided continuous VE options, constructability input, and cost-informed decision-making throughout design.
