The project is a two-building industrial business park situated on Vancouver Fraser Port Authority (VFPA) land. Located within the Birdgeview area of Surrey, the site has unique offsite servicing, soils, and flood construction challenges for redevelopment. It comprises 2 large-format industrial buildings with 36’ clear ceiling heights, complemented by access roads, loading bays, trailer storage, and parking. The buildings incorporate advanced sustainability features, including an energy-efficient building envelope, efficient power and lighting systems, optimized HVAC and plumbing, as well as sensors and automated control systems.
Scope of Services
Working for a repeat client, Wales McLelland was engaged by the Owner to provide Development and Pre-Construction Services.
WM is responsible for coordinating design, navigating and being the applicant for the Port Authority’s specific project approval process, and managing the extensive site preparation requirements, including an extensive preload program. WM has managed all aspects of the project on the Owner’s behalf, including:
- Site massing and feasibility.
- Competitive selection and engagement of Project and Environmental Review (PER) consultant team.
- Managing design development and coordination between disciplines.
- Budget and schedule development and tracking throughout the process.
- Coordinating and managing the Port Authority's approvals.
- Addressing site specific requirements associated with major ground improvements.
- Managing development constraints and compliance requirements associated with environmentally sensitive areas onsite.
